RTI International implements a five-year, USAID funded Leadership, Advocacy, Empowerment, and Development (LEAD) project aimed at improving governance and -service delivery at the local government level in Bauchi and Sokoto states. We are seeking expressions of interest from highly qualified professionals for the following positions:

SENIOR LOCAL GOVERNMENT SPECIALIST
• The Senior Local Governance Specialist will oversee the technical and management aspects of the LEAD local governance capacity building activities and be responsible for implementation, quality control, reporting, monitoring, and staff management.
• The candidate we seek is a Local Governance Specialist who has expertise in the areas of systems strengthening at the LGA level, capacity building for participatory planning and budgeting of public funds, civil society capacity building, and working with local governments to improve the delivery of services to people.
• The position is at grade 10 and reports to the Technical Manager.
Responsibilities
• The Senior Local Governance Specialist will have direct responsibility for management and coordination of all technical aspects of the local governance strengthening program, ensuring that component objectives are met and that the technical approach is integrated, effective, and well-monitored.
Required Experience, Skills, and Qualifications
• Bachelors degree and 10 years or MA degree plus 6 years experience;
• Degree in Political Science, Public Administration, International Relations, Development Studies or related fields.

SENIOR LOCAL FINANCE SPECIALIST
• The SLFS will oversee the technical and management aspects of LEAD budget transparency activities and be responsible for implementation, quality control, reporting, monitoring, and staff management of the component.
• The candidate we seek is an experienced local government or municipal finance specialist with a proven track record of assisting local government authorities to better account for public funds and improve overall fiscal and budget transparency.
• The position is at grade 10 and reports to the Technical Manager.
Responsibilities
• The SLFS will have direct responsibility for management and coordination of all technical aspects of LEAD budget transparency and related activities, ensuring that component objectives are met and that the technical approach is integrated, effective, and well monitored.
Required Experience, Skills, and Qualifications
• Bachelors degree and 10 years or MA degree plus 6 years experience;
• Degree in Political Science, Public Administration, Municipal Finance, International Relations, Development Studies or related fields.

SENIOR LOCAL SERVICE SPECIALIST
The SLSS will oversee the technical and management aspects of the LEAD service delivery improvement and coordination activities and be responsible for implementation, quality control, reporting, monitoring, and staff management for the component.
The candidate we seek is an experienced local government specialist with proven track record of working with local governments to improve the delivery of services to people.
The position is at grade 10 and reports to the Technical Manager.
Responsibilities
• The SLSS will have direct responsibility for management and coordination of all technical aspects of LEAD service delivery improvement and coordination activities, ensuring that component objectives are met and that the technical approach is integrated, effective, and well-monitored.

LOCAL FINANCE SPECIALIST
• The LFS will contribute to and assist in the implementation of technical and management aspects of LEAD budget transparency and accountability activities, including program reporting and monitoring.
• The candidates we seek is an experienced local government or municipal finance specialist with a proven track record of training and assisting local government authorities to better account for public funds and improve overall fiscal and budget transparency.
• The position is at grade 9 and reports to the Senior Local Government Specialist (SLFS).
Responsibilities
• The LFS will provide direct support and assistance to the Senior Local Finance Specialist in the design and delivery of budget transparency and accountability activities, meeting component objectives and ensuring that the technical approach is integrated, effective, and well-monitored.
Required Experience, Skills, and Qualifications
• Bachelors degree and 6 years or MA degree plus 3 years experience;
• Degree in Political Science, Public Administration, Municipal Finance, International Relations, Development Studies or related fields.

LOCAL GOVERNMENT SPECIALIST
• The Local Governance Specialist will contribute to and assist in the implementation of all technical aspects of the LEAD local governance capacity building activities including program reporting and monitoring.
• The candidate we seek is a Local Governance Specialist who is experienced in the areas of systems strengthening at the LGA level, capacity building for participatory planning and budgeting of public funds, civil society capacity building, and working with local governments to improve the delivery of services to people.

Responsibilities
• The Local Governance Specialist will provide direct support and assistance to the Senior Local Government Specialist in the design and delivery of the local governance strengthening activities, meeting component objectives and ensuring that the technical approach is integrated, effective, and well-monitored.
Required Experience, Skills, and Qualifications
• Bachelors degree and 6 years or MA degree plus 3 years experience;
• Degree in Political Science, Public Administration, International Relations, Development Studies or related fields.

TRAINING MANAGER
• The Training Manager will oversee all logistical and coordination activities necessary for the conduct of LEAD capacity building and program events and activities.
• The position is at grade 10 and reports to the Technical Manager.
Responsibilities
• Overall responsibility for organization and implementation of LEAD LGA and civil society capacity building/ training activities, workshops, conferences, and stakeholder meetings;
• Work closely with LGA Coordinators and technical staff to ensure implementation of activities are completed according stated timelines;
• Coordinate logistical arrangements for all field based program activities, events, etc;
• Facilitate collaboration with other USG assisted programs when training needs or activities overlap.
Required Experience, Skills, and Qualifications
• Bachelors degree and 10 years or MA degree plus 6 years experience;
• Degree in Political Science, Public Administration, International Relations, Development Studies or related fields; Excellent coordination, organizational, and managerial skills.


LGA COORDINATORS
• LGA Coordinators will contribute to and assist in the coordination and implementation of all technical aspects of the LEAD local governance capacity building activities.
• We seek highly motivated and organized program specialists with a proven track record of community development or organizing.
• LGA Coordinators will be based in offices located in the target LGAs.
• The position is at grade 9 and reports to the Senior Specialists.
Responsibilities
• Serve as crosscutting members of the overall technical team, the LGA Coordinators will help mobilize local government counterparts, civil society, media, citizens, and the private sector in each target LGA, and facilitate coordination among the technical teams to ensure an integrated approach that will create the cross-sectoral synergies needed to achieve the Project's objectives in each LGA.
Required Experience, Skills, and Qualifications
• Bachelors degree and 6 years or MA degree plus 3 years experience;
• Degree in Political Science, Public Administration, or related fields.
• Fluency in Hausa language.

ALL positions are based in Bauchi or Sokoto and require: Nigerian Residency; Excellent technical skills; Excellent communication (verbal and written) and interpersonal skills; The ability to identify creative and practical approaches to overcome challenges, and to manage in diverse ethnic and political environments; fluency in English; excellent team player who works well independently; experience in Northern Nigeria preferred.
