Perform routine O&M procedures as prescribed for Power, Transmission and BTS Radio networks.
React to emergency faults and ensure all faults are rectified promptly within contracted SLA.
Resolution of repetitive faults affecting BTS radio network
Ensure provision of power (requisite quality) to all sites within purview 24 hours a day
Implement cross connect equipment in a designated area of the MTN Network
Compile information and report on the availability of the transmission network in light of the Service Level Agreement (SLA).
Swiftly diagnose and clear any faults or alarms assigned by trouble ticket, or ensure escalation within time period stipulated in SLAs to correct parties if unable to fix. To close or forward all trouble tickets promptly.
Implement approved software changes as directed with change requests.
Ensure maintenance work undertaken by contractors meets MTN Nigeria’s specification.
Maintain a comprehensive set of records of all transmission links, BTS sites, power equipment and spares for all sites within designated area.
Ensure all security and network Integrity documentation is completed and adhered to.

Job Conditions:
Tool of trade vehicle provided Normal MTNN working conditions. National travel and a valid drivers license. On standby 24/7 throughout the year. Overtime and the performance of call out duties are essential. Driving in high-risk areas and travelling high mileages is mandatory. Working at elevated heights and in extreme environmental conditions is a requirement. The use of safety climbing equipment while working at elevated heights is compulsory

JOB DESCRIPTION
The function of the Country HSE Manager is to assist the Country Resident Manager in the implementation of Group HSE management system in-country.
He is responsible for coordinating with the Regional HSE Department and for leading and managing the HSE activities and resources, in order to provide support on all Projects Teams, Sites, Departments and Joint Ventures in-country.
He is also to assist in promoting and developing a strong safety culture oriented towards continuous improvement and in reinforcing HSE leadership from key staff in the Country. He is to ensure that all personnel adhere and comply with the Group HSEQ Policies and rules.
RESPONSIBILITIES
The country HSE Manager will be responsible to provide an efficient support at the 3 following levels: Country, projects and sites.
·  Assist and advise the Country Resident Manager in all matters pertaining to the Health and Safety of the personnel, the Safeguarding of the equipment and the preservation of the environment.
·  Staff and co-ordinate the HSE Resources in the Country to ensure that appropriate support is provided to Projects teams and Sites, in coordination with the Regional HSE department.
·  Ensure that all Group HSE processes, rules and policies are respected and report to him any deviation.
·  Keep abreast of local regulatory HSE requirements and report any deviation in Group Regional / Country HSE documentation.
·  Develop and maintain the Country HSE Plan and any other required Country HSE documentation covering environmental and health aspects.
·  Takes initiative and give input to improvements of the HSE procedures and guidelines in general, Region and Country in particular.
·  Participate to the definition of the Yearly Country HSE Action Plan (cascaded from the Group and Regional ones) in coordination with the Regional HSE Manager, and be responsible for its execution.
·  Ensure all required Risk Assessments for the Country are carried out
·  Ensure suitable standards for Driving and Travelling safely in the Country.
·  Ensure Group specific Health, Safety & Environment awareness and communications campaigns are implemented / disseminated in the Country and assist the Regional PASS Coordinator in the delivery of PASS training according to plan. Ensure they are recorded and reported.
·  Encourage and promote the observation and intervention in all locations, and verify that subsequent HSEQ observations are reported into the dedicated database.
·  Ensure that local Suppliers meet Group’s HSES Instructions to Suppliers.
·  Verify compliance with environmental requirements and propose environmental positive changes. Look for cost effective means for demonstrating reduction in emissions.
·  In liaison with the Country Security Manager, ensure that Emergency Response Plans are in place, and regularly checked and tested to confirm validity and that local Emergency Response Teams are operational at all times. Brief new member when required.
·  Ensure that accidents/incidents are properly reported and investigated, and that recommendations are followed by actions closed out in a timely manner.
·  Assist the Regional Compliance & Investigation Team Leader in case of investigation of serious undesired events, and for the subsequent preparation of presentation and of internal safety flashes.
·  Ensure Managerial Visits are carried out on a regular basis and reported.
·  Perform regular audits and monitor HSE performance to identify areas for improvement, and ensure that appropriate actions are taken. This includes offices, guesthouses, and accommodations.
·  Participate to Regional HSE Department activities upon request.
·  Provide a weekly brief report status of on-going and completed tasks, as well as encountered problems.
QUALIFICATIONS AND EXPERIENCE
·  Degree in Engineering discipline, or other relevant education / practice.
·  Minimum of 5-10 years of experience in HSE on projects and/or sites in the Oil & Gas Industry and in an offshore environment.
·  Knowledge of Construction and Fabrication operations (onshore and offshore), HSE Management System and related tools.
·  Good command of English, both oral and written. Command in French is of added-value.
·  Leadership skills.
·  Teamwork and proactive approach.
·  Ability to negotiate, share and promote ideas.
·  Creativity, autonomy, flexibility, adaptability and rigor.

• Participate in the Agricultural Sector Working Group activities and related donor coordination meetings, sector wide approaches, on the basis of which to advise the Resident Representative and management on policy issues in the sector;
• Assist where required in the development of the Bank s policies, procedures of guidelines and ensure their application;
• Serve as a technical specialist in his/her discipline and anchor for multi-disciplinary identification, preparation, appraisal, launching, monitoring and follow-up, supervision, and completion of agriculture sector missions; contribute to the preparation of Portfolio Review Reports;
• Provide expert advice and guidance to officials of executing agencies on sector issues and priorities, technical aspects of projects, and the Bank rules and procedures, including those for the procurement of goods and services;
• Assist the Bank in its training programme;
• Provide active support to government in facilitating loans/grants effectiveness;
• Assist country officials and implementing agencies carrying out procurement and disbursement activities in accordance with the Bank Group rules and procedures;
• Assist government and implementation agencies in utilization of revolving funds and in preparation of quarterly progress reports and annual audit reports; and Participate in other technical tasks assigned by the Resident Representative and the Division Managers in Agriculture Department;
• Perform other duties requested by the Resident Representative and the management.

Essential Skills and Capabilities

• The incumbent should possess a Masters degree or its equivalent in Agricultural Engineering and at least seven years of professional experience in program/project design and management, broad knowledge of all agriculture sub-sectors, and with specific experience in implementation and management of donor funded projects in an African setting;
• Previous experience working in multi-lateral, financial institutions or similar large organisations, and performing such roles as project preparing, appraising, supervising or implementing donor funded projects;
• Full understanding of the principles of project cycle and project implementation as applicable in the regional member countries (RMCs) is required for portfolio management;
• Proven planning and organizational skills. Strong conceptual and research/analytical skills, with ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusions and recommendations; excellent oral and writing skills;
• In-depth knowledge of social, political and development issues in the country;
• Proven ability to interact competently with the staff of government and donor agencies on issues relating to aid coordination;
• Competence in the use of COSTAB -and Bank standard software (Word, Excel, Access, MS Projects and PowerPoint);
• Ability to communicate and write effectively in English. A good working knowledge of French will be an advantage.
Terms of Employment
• Three years on a fixed-term contract with possibilities of renewal based on performance.

DUTIES AND RESPONSIBILITIES
Under the general supervision of the Representative and direct supervision of the Deputy Representative, the NPA Advocacy/BCC contributes to the effective management of UNFPA activities in advocacy and communications. The NPA will undertake the following duties. S/He will
• Develop and implement proactive, coherent advocacy and communication strategies to promote UNFPA’s mandate in Reproductive Health, Population and Development, Gender and Youth and improve Agency’s visibility
• Analyze and interpret the political, social and economic environment relevant to population and development, reproductive health, gender and youth and identifies opportunities for UNFPA’s advocacy and communication initiatives/interventions.
• Keeps abreast of new policy developments and strategies in RH, P & D, Gender and Youth domains and analyzes policy papers, strategy documents, national plans and development frameworks and prepares briefs and inputs for policy dialogue and technical assistance.
• Helps create and document knowledge about current and emerging Population and Development trends, RH, Gender and Youth issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
• Take lead in advocacy and resource mobilization by preparing relevant documentation, i.e. project summaries, speeches, donor profiles and participate in donor meetings and public information events, analyze and maintain information and databases on donors and develop database of project profiles for presentation to donors.
• Prepares and communicates relevant information for evidence-based advocacy for CO use. Maintains a functioning network of contacts in the media and civil society to support advocacy efforts and takes opportunities for advocating for UNFPA’s mandate
• Coordinates with UN partners, keeping them informed of UNFPA’s work and explores with them opportunities in joint advocacy programming. Participates in inter-agency coordination events including theme groups, special events and any ad hoc events as required
• Establishes, maintains and utilizes a broad network of contacts to keep abreast of issues and to share information. Analyzes selected materials for strengthening strategic alliances with partners and stakeholders.
• Documents case studies, lessons learned etc for UNFPA CO website, advocacy campaigns and reports
• Functions as focal point for Docushare, ensuring that all CO documents are posted and are easily accessed
• Adapts and disseminates advocacy and communication materials to identified target audiences
• Functions as CO’s main link with the media
• Develops partnerships with individuals, groups and organizations whose support is essential to the achievement of UNFPA’s advocacy and communication objectives
• Performs any other duties as may be required for achieving programme objectives
QUALIFICATIONS AND EXPERIENCE
The ideal candidate should:
• Have a Master’s degree in Mass Communication, Journalism, International Relations, Social Sciences or related fields.
• Have least 8 years of Experience in advocacy and communications, public relations, or journalism of which at least 3 involve the development of advocacy and communication strategies for development work. Exposure to international development activities is a strong asset.
