Job Scope

• Develop contents of legal contracts with approved Funding & Implementing Partners & liaise with the Legal Service Provider
• Develop high level Work Plans for assigned projects

• Prepare programme proposals and reports to the Board of Directors
• Conduct periodic ATVF Knowledge Acquisition Workshops
Job Requirements
• Essential: Good 1st Degree from reputable University;

The Executive Secretary is the head of the academy’s secretariat and is responsible for the management of the organization (through the president of the Academy), according to policies set by the council of the Academy’s projects and programmes and assist the academy’s to source funds. The Executive secretary has responsibility for designing and, subject to approval of council, Implementing responsibility for ensuring that the Academy discharges its networking, constitutional and legal obligations.
KEY RESPONSIBILITIES
·         Serve as secretary to the council and the Executive Committee of the Academy
·         Ensure that council receives appropriate advice and information to enable it fulfill its functions
·         Initiate and formulate administrative polices and project proposals for consideration by Council
·         Liaise with the trustees, past presidents and patrons of the Academy to ensure that they keep abreast with development in the Academy and are able to give inputs towards the well-being of the Academy
·         Ensure a high profile of professionalism in tone and quality of work produced by the Academy by establishing and maintaining effective systems of recruitment, induction, supervision, training and development of staff

APPOINTMENT OF: VICE CHANCELLOR The post of Vice-Chancellor of the University of Uyo, Uyo will become vacant by December 1, 2010. In accordance with the provisions of the Universities (Miscellaneous Provisions) decree No. 11 of 1993 and the Universities Miscellaneous Provisions Amendment Act 2003, the Governing Council of the University of Uyo wishes to commence the process of filling the vacancy.

THE UNIVERSITY
The University of Uyo is classified by the National Universities Commission (NUC), for funding purposes, as one of the second generation Universities in Nigeria even though it was founded as a Federal University in 1991. On inception, it inherited the two campuses of the former University of Cross River State, which it replaced. The latter was founded in 1983 as a State University. The University currently has twelve faculties. It occupies a Town Campus, Annexe Campus and a Main Campus which is a few kilometres away from both the Town and Annexe Campuses. THE CANDIDATE
The candidate for the post of the Vice-Chancellor is required to possess a good University education and should be a proven manager of human and material resources.

THE POSITION

Applicants for this important position must be candidates with vision, proven professional distinction, international exposure and high managerial abilities in both private and corporate endeavours, and must be able to demonstrate good understanding of quality assurance issues. In addition, they must have a clear knowledge of the structure and Vision statement of the University.
QUALIFICATION
• Applicants must possess a good honours degree from a recognized University in any of the following fields: Mathematics, Statistics, Economics, Educational Management with bias in Mathematics/Statistics/Economics.

POSITION: FINANCE & ADMIN OFFICER (FAO)
LOCATION: KEBBI

RESPONSIBILITIES
• The Finance and Admin Officer will oversee the operations and finances of the state office and will:
• Be responsible for all day to day accounting, check writing and managing bank account following USAID regulation and MSH policy and procedures
• Ensure the proper use, maintenance and repair of facilities and equipment, such as generators, vehicles, communication, computer units and peripherals, video and audio equipment, other office equipment, and air conditioners.
• Provide logistics support and coordination to all field activities and staff travel.
• Ensure implementation of regulations and procedures for local purchase, procurement and logistics management.
• Maintain rigorous operations in the field office, communicating regularly with the home office to assure smooth operations.
• Assist technical staff to develop and manage monthly and quarterly activity budgets.
• Supervise administrative and finance staff.
KEY QUALIFICATIONS
• University Degree in Business Management or Accounting or equivalent certification from a Business Technical School
• Minimum 3 years management experience with USAID funded project.
• Proficiency in Microsoft Office Programs, especially Excel spreadsheets.
• Ability to use accounting software (i.e. QuickBooks).
• Demonstrate good judgment and sound financial “common sense”.
• Ability to monitor budgets
• Understand the principles of adequate documentation and of audit and performance necessary to ensure audit compliance.
• Advanced written and verbal proficiency in English including business terminology.
• Excellent communication and organizational skills.

The Governing Council of Abia State University, Uturu, wishes to announce that the post of VICE-CHANCELLOR of the University will become vacant effective 1 st December, 2010.
According, Council, in the performance of its statutory duties as provided for in the University Edict, hereby invites interested distinguished academics with vast experience in University administration and management, to send in their applications for the post.

Eligibility Criteria
The Vice- Chancellor is both the academic and administrative head of the University and its link with government and the public.
An intending candidate should, therefore, among others:
• Have held senior administrative/academic positions within a University for at least 10 years and at a level capable of preparing him for the position of Vice-Chancellor.
• Be known to be fair-minded to all manner of persons and to be above petty ethnic, religious or local loyalties.

• Be sensitive to the exigencies of Nigerian Higher education and be capable of responding in a prompt and judicious manner to pressures and policies at the state and national levels.

Salary and Conditions of Service
• The salary and conditions of service are as obtainable in a similar position in the Nigerian University system, as the Governing Council may decide from time to time.

Tenure
• The Vice-Chancellor shall hold office for a single term of five years only on such terms and conditions as may be specified in his letter of appointment and from time to time by the Governing Council.
