THE POSITION
• The Director of Academic Planning is a key officer in the management of the affairs of the University.
• He is responsible to the Vice-Chancellor and must be able to provide the University Management with appropriate and accurate information for decision making purposes on University matters.
• The Director of Planning also has the following specific responsibilities among others:
• Prepare and review the University academic brief as appropriate;
• Determine the staff needs of Departments/Units in the University at every point in time based on available resources and Council directive and make appropriate recommendations where necessary;
• Coordinate activities involved in the accreditation of Academic Programmes and Departments in the Universities;
• Liaise with the National Universities Commission for delivery and implementation of appropriate policies in the management of the University;
• Make projections, based on processed data, on the staff/students population of the University;
• Prepare and publish regularly, statistical data on the various Departments and Units of the University;
• Monitor and evaluate Academic Programmes and Departments for appropriate academic development planning purposes;
• Implement the quality assurance and improvement plans of the University;
• Liaise with the Bursar in the preparation of Annual Recurrent Budget Estimates; and Monitor resource allocation and utilization of same in the University.
Applicants for this important position must be candidates with vision, proven professional distinction, international exposure and high managerial abilities in both private and corporate endeavours, and must be able to demonstrate good understanding of quality assurance issues. In addition, they must have a clear knowledge of the structure and Vision statement of the University.
QUALIFICATION
• Applicants must possess a good honours degree from a recognized University in any of the following fields: Mathematics, Statistics, Economics, Educational Management with bias in Mathematics/Statistics/Economics.
• A doctorate postgraduate degree would be an added advantage. Applicants must also be computer literate
EXPERIENCE
• Applicants are required to have a minimum of 15 years cognate experience in the Planning Unit of a recognized University not less than 5 of which must have been spent in top management position in the Planning Unit.

We seek qualified candidates for the position of Director, Health Policy and Systems Management based in Abuja, Nigeria.
POSITION RESPONSIBILITIES:
The Director, Health Policy and Systems Management will lead FHI’s negotiations and constructive dialogue with GoN, IPs, CSOs and other health stakeholders and provide contextualized advice to senior management. Responsibilities include: Coordinate inputs/technical assistance; Lead the development of FHI Nigeria’s health systems strengthening strategy and work plans; Coordinate planning and work on the links between health system and health program; Coordinate the implementation of current health systems grant; Coordinate the workload analysis project; Collaborate with the MOH and other partners to develop innovative technical strategies to strengthen health systems at the LGA level; Provide inputs to improve FHI’s decentralization and service integration projects; Develop effective marketing strategies for FHI’s health systems and sustainability work; Identify new funding opportunities and lead proposal development processes; Provide within FHI information and capacity development for senior decision makers in the design and implementation of evidence based health systems policies and practices related to their technical programs and units.
MINIMUM REQUIREMENTS:
BS/BA in public health or related field, and 11-13 years relevant experience in international development programs with 5-7 years supervisory experience; or MS/MA/MPH in public health or related field, and 9 – 11 years relevant experience in international development programs, with 5-7 years supervisory experience; or PhD, MD or equivalent degree with 7 – 9 years relevant experience in HIV/AIDS or family planning with international development programs and 5-7 years of supervisory experience. JOB TITLE: DEPUTY CHIEF OF PARTY SCMS NIGERIA

DESCRIPTION:

JSI’s integrated field office in Nigeria manages operations for the SCMS, USAID | DELIVER PROJECT, and a number of bilateral projects under JSI Logistics Services. These include Global Fund grants under Round 5 (PSM coordination) and Round 8 (Health Systems Strengthening of PSM for AIDS, TB, and malaria), and as a subcontract under PATHS2, funded by DFID. The accelerated growth of JSI s PSM-related work in Nigeria requires adequate management oversight to ensure quality technical work. Therefore, two Deputy Chief of Party (DCOP) positions were created in 2009 to provide additional senior management oversight, especially in supporting the Chief of Party in strategic direction, representational duties, and client management. One DCOP is dedicated to the USAID | DELIVER PROJECT, while the second DCOP supports SCMS. Both DCOPs support the JSI Logistics Services projects.
This is a full-time position based in Abuja, Nigeria. The DCOP works under the guidance of the Chief of Party (COP), who is his/her supervisor.
RESPONSIBILITIES
Represent SCMS and JSI at various technical meetings, with other cooperating agencies, senior government officials and donor agencies.
Provide direct technical interventions to improve the various supply chain management systems with which the various projects are working.
Assist the COP in providing the overall management and strategic vision for the projects, developing and updating annual work plans, promoting synergies where possible, and ensuring that project-specific deliverables and contract-specific terms are met.
Ensure that the SCMS project works in close collaboration with other in-country supply chain programs, specifically under JSI Logistics Services, as appropriate.
Update strategies, work plans and budgets as requested by the USAID Mission and Project Headquarters.
Identify capacity gaps and arrange for appropriate training of field office staff to adequately equip them with the skills and knowledge required to accomplish their responsibilities at the day to day operational level.
In collaboration with the Project Headquarters, oversee the implementation of an indicator-based performance monitoring plan that encompasses both commodity security and logistics management indicators and that to HQ-defined project-wide performance measures. Ensure that M&E is included in the work plans
Responsible for the development of short-term operational plans to ensure that the finances and cash flow are adequate to complete required work, working with the Project Management Team and the financial administrators.
Provide Leadership, mentoring, and motivation of the in-country team by identifying opportunities and providing for these to ensure continuous technical development of project staff.
Serve as a member of the Senior Management Teams.
Serve as Acting Chief of Party in the absence of the Chief of Party when required.
Work closely with the Director for System Strengthening to design and implement technical assistance activities that strengthen in-country procurement and supply management systems.
Work closely with the Director for Finance and Administration to develop and monitor appropriate budgets to support technical activities.
Stay abreast of global SCMS and DELIVER initiatives that could support the projects objectives in Nigeria.
Support the Chief of Party to ensure that all technical areas of the project are integrated and maximize the use of available resources of the project.
Work closely with the Director for Monitoring and Evaluation to prepare quarterly, annual and other periodic reports for PEPFAR, USAID, project PMOs, NACA, and others.
Develop scopes of work and request mission approval for short term technical assistance.
Perform other duties as assigned by the Chief of Party.
QUALIFICATIONS
International health logistics or other public health professional with at least ten years relevant development experience.
Experience working with senior government officials.
Strong representational and interpersonal skills.
Excellent written and verbal English.
Ability to prepare and present information related to HIV/AIDS, family planning, malaria, TB, and other public health commodities.
Ability to participate in strategy development, manage implementation of projects and work independently.
Proficiency in common computer packages (i.e. Word, PowerPoint, Excel) relevant to the work.
Team player.
Able to travel up to 25% in country to support technical activities.
Willingness and ability to travel internationally, including to the US.
Experience in logistics/supply chain management and or public health commodities management desirable.
Supervisory experience required.
Previous attendance at a logistics management training required.
Previous work experience with USAID-funded projects desirable.

Responsibilities

• Prepare annual plans, training budgets and training implementation strategies.
• Conduct logistics management training and other performance improvement interventions.
• Communicate with the Director for Systems Strengthening and the Deputy Chief of Party and other Technical Advisors regarding activities for which the training advisor is the lead.
This is a full-time position based in Abuja, but will require up to 40% domestic travel
SUPERVISION AND REPORTING
The Training Advisor will work under the guidance of the Director of Systems Strengthening and the Deputy Chief of Party.
QUALIFICATIONS:

• Four or more years experience in performance improvement and training program design and delivery mandatory.
• Excellent written and verbal English language skills.

Situation and Target

For example, ‘I had to develop and implement a new process for promoting local education opportunities but was constrained by budget cuts throughout the department. As a result of working with local authorities I achieved these objectives within budget and within the 3 month timescale’.
Action (what you did)
Here you need to set out what you actually did and how you did it. The best way to approach this is to ask yourself:
What were the particular things I did that had most impact upon the final result?
If you are drawing on one situation to provide evidence of several competencies, ensure that you focus on aspects of the situation relevant to the competency in question. For example, to bring out evidence of Relationship Building for Influence: ‘I gained agreement to my proposed course of action by building positive relationships with local authorities. I chaired meetings, developed a network of contacts with whom I lobbied actively, and gave presentations to stakeholding groups.’
Proportion of the achievement for which you personally claim credit
Be specific about the situation, the actual results achieved and the part you played in achieving them. If you were acting as part of a team highlight the role you played in achieving the outcome rather than focusing too much on the team activities. Note the proportion of the achievement for which you claim credit.
Hints and tips
When choosing the examples you give in your application, bear in mind that those assessing your evidence will be considering the following factors when examining your examples:
• risks involved (i.e. what risks did you take into account or run to complete a task)
• impact (i.e. did your actions make a significant difference or leave a lasting mark e.g. improved long standing underperformance, increased revenue, secured contracts/projects etc )
• scale (i.e. size of example given e.g. local, regional, interdepartmental etc) and
• complexity (i.e. was the task simple or complicated to solve, implement; what were the challenges that needed to be overcome etc)
