- Develop and maintain relationships outside of the area and region to ensure availability of accurate, evidence based information on regulatory issues

Knowledge, Skills and Experience:
- Demonstrates ability to apply a deep understanding and knowledge of the industry to a wide range of situations and play a key role in decisions made
- Demonstrates appreciation of reputation issues and ability to apply in the context of acceptable regulatory campaign tactics.
- Demonstrates understanding of litigation such that risk is minimised (through reference to specialist resource at the right time) and on illicit trade is able to apply deep knowledge to develop appropriate compelling stories for key stakeholders
- Demonstrates full understanding of Group positions, deep knowledge of tobacco control in the real world and ability to apply both to business issues and specific tobacco control challenges.
- Demonstrates effectiveness in engagement, able to build long term relationships, deal with confrontation and yet retain the invitation to dialogue
- Demonstrates understanding of role of external communications in shaping opinion & use of techniques to achieve desired outcome.
- Educated to degree level or preferably beyond

• Provide expert advice and guidance to officials of executing agencies on sector issues and priorities, technical aspects of projects, and the Bank rules and procedures, including those for the procurement of goods and services;
• Assist the Bank in its training programme;
• Provide active support to government in facilitating loans/grants effectiveness;
• Assist country officials and implementing agencies carrying out procurement and disbursement activities in accordance with the Bank Group rules and procedures;
• Assist government and implementation agencies in utilization of revolving funds and in preparation of quarterly progress reports and annual audit reports; and Participate in other technical tasks assigned by the Resident Representative and the Division Managers in Agriculture Department;
• Perform other duties requested by the Resident Representative and the management.

Essential Skills and Capabilities

• The incumbent should possess a Masters degree or its equivalent in Agricultural Engineering and at least seven years of professional experience in program/project design and management, broad knowledge of all agriculture sub-sectors, and with specific experience in implementation and management of donor funded projects in an African setting;
• Previous experience working in multi-lateral, financial institutions or similar large organisations, and performing such roles as project preparing, appraising, supervising or implementing donor funded projects;
• Full understanding of the principles of project cycle and project implementation as applicable in the regional member countries (RMCs) is required for portfolio management;
• Proven planning and organizational skills. Strong conceptual and research/analytical skills, with ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusions and recommendations; excellent oral and writing skills;
• In-depth knowledge of social, political and development issues in the country;
• Proven ability to interact competently with the staff of government and donor agencies on issues relating to aid coordination;
• Competence in the use of COSTAB -and Bank standard software (Word, Excel, Access, MS Projects and PowerPoint);
• Ability to communicate and write effectively in English. A good working knowledge of French will be an advantage.
Terms of Employment
• Three years on a fixed-term contract with possibilities of renewal based on performance.

IITA Recruits for Roots and Tuber Systems Agronomist



The International Institute of Tropical Agriculture (IITA) Careers, Jobs, Vacancies and Recruitment in Nigeria for June 2010: The International Institute of Tropical Agriculture (IITA) with headquarters in Ibadan, Nigeria invites applications for the post of Roots and Tuber Systems Agronomist.
IITA is a non-profit organization based in Africa. It works with national entities to increase food production in tropical Africa. Position: The Roots and Tuber Agronomist will work with other agronomists, plant breeders, plant health scientists, social scientists, and other colleagues to develop crop, soil and pest management options for root and tuber systems, with emphasis on cassava and yam based systems. IITA has, in the past, generated several component technologies which when applied in carefully selected combinations and with due consideration to prevailing socioeconomic factors will produce more synergistic and sustained outcomes associated with high cropping system productivity. The Systems Agronomist will provide leadership in synthesizing integrated crop, soil and pest management options with high probability of success in different agro ecological zones in sub-Saharan Africa.
Duty Station: Ibadan, IITA Headquarters, Nigeria. Frequent travel is expected and candidates should be willing to work in small-scale farm settings in Africa.
Responsibilities: The primary responsibilities for the Agronomist will include:
  • Conducting strategic and adaptive research on the agronomy of root and tuber crops, building on past research and responding to needs as identified jointly with project teams.
  • Investigating nutrient flows, nutrient use efficiency, and beneficial cultural practices in the use of fertilizers in root and tuber systems.
  • Investigating adaptation of root and tuber crop germplasm to target environments.
  • Designing, planning, testing and disseminating integrated crop, soil and pest management strategies for root and tuber systems that address farmers’ needs along different intensification gradients in sub-Saharan Africa.
  • Adapting and testing tools (e.g. simulation models, information systems, and GIS) for matching improved technologies to different farmer-targeted niches for root and tuber crop production.
  • Contributing to studies on genotype x soil fertility interactions and the design of breeding strategies towards increased fertilizer use efficiency in root and tuber cropping systems.
  • Contributing to propagation of selected root and tuber crop varieties for widespread and rapid distribution through links with national programs and the private sector.
  • Resource mobilization through grant proposals and strengthening of partners’ capacities, including co-supervision of postgraduate thesis research with university lecturers.
Educational requirements: The candidate should have a PhD degree in Agronomy with experience in integrated crop, soil and pest management
Core Competencies:
  • Proven skills and experience in agronomy research both in the field and the laboratory.
  • Good scientific publication record.
  • Familiarity with participatory and action research methods.
  • Modeling of cropping systems.
  • Computer literacy and statistical data analysis capabilities.
  • Ability to work as a member of a multi-disciplinary team in a cross-cultural environment.
  • Excellent leadership, management, interpersonal, and team building skills.
  • Fluency in oral and written English and working knowledge of French is an advantage.
  • Knowledge of sub-Saharan Africa, and good contacts with NARS scientists in the region is an added advantage.

The National Programme Officer will be required to supervise other UNIFEM staff in Nigeria and act as Officer-in-Charge from time-to-time. The post holder works in close collaboration with the operations, programme and project staff for resolving complex issues and ensuring exchange of information

Provides support for the supervision and coordination of programme, operations and other staff in country, particularly in the absence or by delegation of the Country Director.
Participate in UN Country Team meetings in the absence of the Country Director or as and when directed/delegated to do so.
2. Programme Management and Implementation:
Play a lead role in formulation and implementation of programme strategies focusing on achievement of results, including grant management and reporting with support from finance staff;
Manage relationships with partner organisations, including troubleshooting where necessary;
Manage staff responsible for the implementation of these projects;
Coordinate the production of high-quality project outputs
Input into the design and implementation of national and sub-national level dialogue processes
Lead on designing and implementing monitoring and evaluation frameworks for the country programme including visits to projects’ sites and discussion with projects’ personnel
Provide leadership for agency efforts at promoting and monitoring quality performance and compliance in all programmes and processes
Monitor project and programme financial/budget status;
Present information for audit and support for implementation of audit recommendations.
3. Support to management of the Sub-Regional and Country Strategy:
Generate innovative ideas and develop programmes as well as project proposals for funding;
Participate in the review and critique of project proposals and strategic planning document from various agencies and institutions to ensure that they are gender sensitive and conform to UNIFEM’s funding requirements.
Liaise with various governmental bodies, NGOs, women’s groups and other members of civil society to raise project proposals for funding and networking purposes
Work in close collaboration with the staff of UNIFEM Africa Section and Sub- Regional Office to keep up to date with new developments in the field of gender and to participate in in-house gender working group meetings and other meetings as requested.
4. Research and Advocacy:
Coordinate and support high quality research in different locations to generate knowledge on gender equality and women’s empowerment issues in diverse thematic areas;
Derive policy recommendations from research and assist in the development and implementation of an evidence-based advocacy strategy for the programme;
Work in a team to produce concise reports, briefing notes, etc for external audiences, both national and international.
5. Networking:
Develop, maintain and increase the present network of UNIFEM contacts in the country, including government ministries, departments and agencies (MDAs), UN officials, NGOs and networks of NGOs, experts and consultants;
Represent UNIFEM values and ideas and be a spokesperson for the organisation at relevant conferences, seminars and other meetings;
Network with other local and international organisations working in the areas of Gender, establishing/maintaining collaborative activities and strategic alliances as appropriate;
Expand and coordinate contacts and networks within government and with other actors, contributing to gender equality and women’s rights nationally and internationally.
6. Facilitation of knowledge building and knowledge sharing
Provide information on a timely basis, on important political and institutional changes of interest for UNIFEM, and on potential opportunities of work in the country.
Ensure learning and monitoring processes are in place and that resulting best practice is widely shared.
Organize trainings for partners, staff and other actors on a wide range of gender related issues;
Prepare briefings, talking points and presentation materials;
Make sound contributions to knowledge networks and communities of practice.
Organize projects’ review mission and other missions; ensures timely submission of project progress reports including terminal and technical reports to UNIFEM Headquarters.
Analyze incoming correspondence – letters, faxes, telexes and any other communication on programmes/projects and drafts replies on these correspondence as appropriate.
